II.3)Description of the works, services or goods to be procured through the qualification system:
Ørsted's (Orsted's) Qualification System (OQS) has been established as a scheme to improve efficiency and reduce costs of sourcing various services related to offshore wind farms, in this instance for Geophysical Investigation services (OQS-GPI).

The Orsted affiliated contracting entities covered by the OQS-GPI are listed in Section VI). When an additional contracting entity is added to the list, an additional notice will be published.
These contracting entities covered by the OQS-GPI may use the OQS-GPI as a means of calling for competition cf. Article 44 4. (b) of Directive 2014-25-EU. Please note that the admittance to the OQS-GPI does not guarantee the applicant award of contracts and that the contracting entities reserve the right to publish individual contract notices for specific contracts when deemed appropriate and/or necessary, even though the contracts relate to the product and service categories covered by the OQS-GPI.
The preparation of the bidder lists will be based on the suppliers which have passed the qualification procedure cf. Section III.1.1) without further notification in the ‘Supplement to the Official Journal of the European Communities’ (OJEU/TED).

III.1)Conditions for participation
III.1.1)Qualification for the system:
Conditions to be fulfilled by economic operators in view of their qualification: OQS-GPI is open to all suppliers of Geophysical Investigation services (GPI) covered by the scope of the qualification system.
Suppliers may apply for qualification at any time and there is no application or subscription fee. Qualification in the OQS requires applicants to complete and submit the European Single Procurement Document (ESPD) with information required as stated in the Instructions to Qualification document publicly available via the link provided in Section II.3) above.
Please note that the supplier information must be kept up to date at all times. Periodic reminders for renewal may be sent to all qualified Suppliers.

VI.2)Additional information:
The Contracting Entity might use the procedure described in the Utilities Directive article 50, (f) which prescribes that that new services consisting in the repetition of similar services assigned to the contractor to which the Contracting Entity awarded an earlier contract, provided that such services conform to a basic project for which a first contract was awarded, can be awarded without a call for competition. Such procedures might be used up to three times for the Scope of Works and/or Services specified in the tender conditions when initiating a tender in the qualification system. This right can be used by the Contracting Entity up to three years after the award of the first contract, should the Contracting Entity decide to purchase similar services in the EU. The conditions for awarding possible additional services are the following:
— The performance of the services will be subject to the same contractual terms as the provision of the Scope of Works and/or Services specified in the tender conditions when initiating a tender in the qualification system.
— The contractor must comply with mandatory statutory law in the country where the individual offshore wind farms for which the Contracting Entity chooses to apply this right to repeat similar services are placed;
— Minor necessary adjustments of technical specifications due to site specific matters;
— Amendment of time schedule to reflect to project for which the repetition of similar services is applied.
The provisions concerning repetition of similar services will also be described in the tender conditions.

* Ørsted Group. ‘Ørsted Group’ means those undertakings in which Ørsted A/S, directly or indirectly: (i) owns 50 per cent or more of the capital or business assets, (ii) has the right to exercise 50 per cent or more of the voting rights, (iii) has the right to appoint 50 percent or more of the members of the supervisory board, the administrative board or bodies legally representing the undertakings, or (iv) has the right to manage the undertakings' affairs. Furthermore, ‘Ørsted Group’ also means those undertakings in which undertakings as referred to in (i) –(iv) jointly have the rights or powers listed in (i)- (iv). The Ørsted Group establish on an ongoing basis new companies in connection with its activities especially within the division working with wind power. New companies that fulfil the definition above will also be contracting entities under the agreement, as long as the new companies' activities are within the usual activities of the Ørsted Group. This includes but are not limited to activities relevant for the Ørsted wind power division which are developing, building and operating wind farms in Europe. New companies are especially (but not exclusively) established in connection with the development, building or operation of new offshore wind farms, and this is particularly relevant in relation to coming wind farms in Germany, the Netherlands, UK, North America (Canada and the United States of America), Taiwan, and Denmark.
