Multi-disciplinary Consultancy Services for Copenhagen Future Rail Network
There is a political agreement from 2017 to replace the current semiautomatic/GOA2 S-trains with a new generation of S-trains which must be a fully automated/GOA4 operation. As part of the automation programme also a restructuring of the organisation around the Copenhagen S-bane will take place. The vision for the S-network: to deliver attractive mobility for customers to accommodate the population growth in the Danish capital region while securing financial and sustainable efficiency.
The existing S-train fleet will reach its planned technical end-of-line in the years 2026-36. From 2028 and app. 10 years ahead new driverless S-trains must therefore be set in operation in parallel with the current conventional S-trains are being phased out of operation.
Transforming the 85-year-old railway for a driverless system constitutes a highly complex and extensive conversion programme.
DSB plans to tender for a multi-disciplinary consultancy service contract assisting DSB in delivering the main components and achieving a smooth S-train transition over the next app. 18 years.
The main components of the programme are:
1) Procurement of new automatic EMU fleet app 150-200 train sets;
2) Automating the (172 km/84 stations/200 platforms) network with relevant object detection systems allowing safe and punctual operations without train drivers;
3) Manage the necessary change and upgrades to existing infrastructure (signalling, rail system, depots, stabling facilities, etc.) and operational procedures;
4) Manage the potential reorganizing of the current set up on the public side by creating one public entity where today 2 parties exist (infrastructure manager/railway operator);
5) Managing the entire transition to ensure stable service offerings to the travellers without performance drops throughout the transition phase.
DSB will need best-in-class advisory support to plan, execute and monitor the entirety of this programme in all its dimensions throughout the duration of the programme. This requires consultancy services within a wide range of competence categories covering all aspects of a procurement, outsourcing and transition management as well as solid organizational and business design experience. A non-exhaustive list includes program and project management, EU procurement, systems engineering, requirement specification, IT support, civil works, transition-, merger- and outsourcing management, change management, stakeholder management, rail operational concept advisory, technical advisors, maintenance advisors, safety and regulation advisors, financial assessment and management, etc. For all consulting services relevant industry and rail knowledge are required.

DSB is inviting all potential suppliers for an information meeting regarding this tender. The information meeting will be held on 26.2.2020 from 13.00-15.00 in Telegade 2, Taastrup Denmark.
To participate in the information meeting you must sign up through EU-supply no later than 19.2.2020. To sign up you must write the name and title of the participants. Each supplier can sign up maximum 3 participants.
If you have any questions for the tender, you can ask them anonymously through EU-supply, and the questions will be replied anonymously at the meeting. DSB will only answer those questions that is possible to answer, since not all details will be in place at the time. Questions must be asked no later than 19.2.2020.
