II.2.4)Description of the procurement:

DIN Forsyning Varme A/S in Esbjerg, Denmark is in the process of replacing the heat delivered from the existing coal fired power station (ESV3) which is going out of operation 2023.

DIN Forsyning Varme A/S has decided to establish new base load production capacity to replace the heat previously purchased from Ørsted A/S with new heat production facilities to be located in harbor area close to the existing peak load plant City Centralen and existing heat accumulator tank and distribution pumps.

There will be established 60 MW wood chips fired heating boiler, 50 MW heat pump and expected 30 MW of electrical boiler.

The contract is based on FIDIC Yellow Book 2017 Edition.

DIN Forsyning Varme A/S intends to enter into a contract with one contractor for the delivery of wood chips reception, screening, transport, distribution, storage and storage extraction.

All negotiations meetings will follow the same process, see below:

1) Prior to the negotiating meeting, DIN Forsyning Varme A/S will send out a meeting agenda;

2) A short note on the assessment of the initial tender will be enclosed with the agenda. The note contains DIN Forsyning Varme A/S’s assessment of relevant opportunities for improvement in the initial tender, as well as any identified reservations which DIN For-syning Varme A/S regards as reservations;

(a) reservations means descriptions which may or must result in non-compliance if the reservation is maintained in the final tender.

3) The tenderer will at the meeting have the opportunity to comment on different views on matters stated in the forwarded assessment.

DIN Forsyning Varme A/S points out that:

• only the contents of the final tender will form the basis for the evaluation of the tender and thus the basis for awarding the contract;

• fundamental elements will not form part of the negotiations;

• the criteria for awarding the contract and their weighting must remain stable throughout the procurement procedure, and they will consequently not form part of the negotiations;

• DIN Forsyning Varme A/S will document the entire process in the form of internal minutes of the meetings.

DIN Forsyning Varme A/S will carry out a shortlisting.

The shortlisting will be based on the foundation of DIN Forsyning Varme A/S evaluation of the second (2.) initial tenders. The evaluation will be made in accordance with the awarding criterion specified in the contract notice and as described in section 5.2. The Tenders with the lowest point scores overall will be discarded so that it exclusively will be the two (2) tenderers with the highest overall point score who may enter second (2.) negotiation meeting and afterwards submit final tender.

II.2.11)Information about options

Description of options:

Option 1: Receiving hopper for clean-up and truck deliveries

DIN Forsyning Varme A/S is requesting that the tenderer designs a complete functional receiving hopper system for reception of fuel driven in via trucks. The trucks shall discard the fuel on a designated area adjacent or close to the main fuel hopper. Preferably North or South of the main hopper to avoid that this smaller hopper reserves too much space for the East bound main fuel transport system. The tenderer shall advice of the position and size of the truck discarding area sufficing DIN Forsyning Varme A/S to make the civil works.

Option 2: Non-Magnetic separation

The tenderer shall design a complete functional separation system of non-magnetic metals. The non-magnetic separation system shall be positioned downstream of the magnetic separator.

The separator throughout capacity shall be designed for the wood chip transport capacity of minimum 1 000 m3/h. The non-magnetic material shall be led to DIN Forsyning Varme A/S’ container in BL D5. The container chute/filling system shall be included in the scope of this option.

Option 3: Service contract

As an option, the tenderer shall quote for a 5-year service and maintenance agreement of the permanent works. The maintenance agreement will start at taking-over.

Option 4: Subtraction price wood chip sampling/analysis equipment

The contractor shall as an option offer a solution based on a subtraction price if DIN Forsyning Varme A/S instead of a real-time fuel analysing station selects an automatic biomass sampling system with carousel type sample container system.

Option 5: Pre-heating of ingoing ventilation air to wood chip storage areas

This option comprises the possibility of pre-heating the ambient air prior of letting it into the two enclosed fuel storage buildings.

Option 6: Wood chip drying aggregate

This option comprises a complete system enabling drying of the wood chips before they are fed to the boiler at BL D8.

Option 7: Civil Scope included as part of the works

DIN Forsyning Varme A/S requests an option based on that the tenderer delivers all civil works related to the Works. This includes:

• foundations for all components/structures included in the works;

• wall constructions for storage buildings.

For the design, the tenderer shall assume that the site ground can carry loads up to 10 kN. All foundations needing re-enforcement by piling shall be included in this option.

Option 8: Wood chip recirculation system

The fire strategy of DIN Forsyning Varme A/S suggests the implementation of a wood chip re-circulation system.

DIN Forsyning Varme A/S thus requests that the tenderer shall design a recirculation system for wood chips to the storage units. Recirculation of wood chips is done to prevent fire hazards related to anaerobic digestion of the fuel which may take place inside stacked wood chips when stored for longer periods ultimately resulting in a fire risk.

DIN Forsyning Varme A/S may unfortunately terminate ‘Lot D: Wood chips reception, screening, transport, storage and extraction for DIN Forsyning Varme A/S’.

The termination is due to a substantial change in the authorization for the wood chip transport, which change this tender substantially. This change in the authorization has just been announced to DIN Forsyning Varme A/S.

DIN Forsyning Varme A/S expects to republish ‘Lot D: Wood Chip Transport and Storage System’ in the nearest future.
